Kyle Fisher is a staff attorney with the Pennsylvania Health Law Project, where he focuses on improving access to care through Medicaid. He represents individual clients in a wide range of publicly funded insurance matters. He also conducts policy advocacy as legal counsel to the Consumer Subcommittee of the Medical Assistance Advisory Committee, and has led efforts to maintain Medicaid coverage of dental and pharmacy benefits, ensure consumer protections in managed care, and enact Medicaid expansion in Pennsylvania.
He has testified before the PA House of Representatives, presented to county commissioners and human service administrators, and regularly trains legal services advocates.
Kyle joined PHLP as a Skadden Fellow. Before joining PHLP he clerked for the Honorable Joseph Farnan, U.S. District Court for the District of Delaware. He is a graduate of Haverford College, the University of Exeter, and the University of Michigan Law School.
