Pennsylvania Health Law Project (PHLP) is recognized by government agencies, health care providers, low-income consumers, and their advocates as having tremendous expertise in publicly-funded health insurance programs. To bring to life the impact PHLP has on individuals and families, we share several clients stories below.

A single mother of two called PHLP when she lost her job and her Medicaid coverage. A recent biopsy had discovered a pre-cancerous condition, and she needed surgery. PHLP staff are knowledgeable about Pennsylvania’s special Medicaid programs and their eligibility criteria, and advised the caller to apply for coverage through the Breast and Cervical Cancer Prevention and Treatment program.
A 34-year-old single mother of two children lost her Medicaid coverage (though the children remain covered) when she lost her job and started receiving unemployment compensation benefits. She called PHLP seeking information about why she lost her health insurance coverage and her options. In the course of our conversation the client mentioned she needed surgery because a biopsy showed she had a pre-cancerous condition of the cervix. Hearing that, we advised the client about Pennsylvania’s special Medicaid program known as the Breast and Cervical Cancer Prevention and Treatment Program, which provides Medicaid to women with cancer and with pre-cancerous conditions. We advised her about the eligibility criteria and what she needed from her doctor to get approved. We also advised her about the special enrollment process for this program and referred her to the Healthy Woman Program within the Pennsylvania Department of Health for further assistance, and advised her to call back if she needed more help or if problems arose.

When an 18-year-old’s traumatic brain injury left him unable to read, his physician prescribed an evaluation to discover the problem. The patient’s Medicaid Managed Care Organization denied the request until PHLP interceded and persuaded them of its medical necessity.
A quadriplegic’s HCBS Services were terminated after he earned his masters degree and began teaching. PHLP’s representation maintained these services and supports.
When Gabrielle’s father passed away, her survivors’ benefits disqualified her for the services and supports she needed to live in the community. PHLP helped Gabrielle avoid being placed in a nursing home.
