This month, Governor Shapiro sent an open letter to Pennsylvanians with disabilities, responding directly to recent federal actions targeting the disability community and pledging that whatever changes come at the federal level, Pennsylvania's commitment will not change.
Grounding that pledge in the ADA and Olmstead, the letter points to three Executive Orders the Governor signed in April — creating the Advisory Commission on People with Disabilities, protecting disability-related information, and continuing the work of the Developmental Disabilities Council — along with $74 million in investments in the 2026–27 state budget. Significant barriers remain, as the letter itself acknowledges.
