Our Model & Mission
The mission of the Pennsylvania Health Law Project (PHLP) is protecting and advancing health care rights through free legal services, community education, and systemic advocacy.
PHLP is the only legal aid group in Pennsylvania dedicated to protecting and advancing health care rights. For the past 30 years, PHLP has provided legal counseling and representation to tens of thousands of individuals from across the state, helping them get and keep health care coverage and services. Taking what is learned from individual cases, PHLP advocates for large-scale policy changes that help others across the state, and engages in community education that builds capacity among healthcare consumers, providers, and other advocates.
Our goal is to provide peace of mind for anyone feeling overwhelmed and confused about getting medical care for themselves or a loved one. We help families navigate the maze of health insurance to get the care they need and deserve.

We use our legal expertise and our experience working with clients to train advocates, health care providers, social workers, and consumers throughout the state on a wide range of health care related topics. These trainings include both in-person and webinar events, and range in topic from Medicaid 101 to more in-depth topics like successful appeal strategies, writing letters of medical necessity, and more.
